President Donald Trump has reversed Joe Biden’s 2023 AI Safety executive Order, marking a key policy shift. According to Reuters, Trump cited concerns that the order stifled innovation.
Biden’s original directive required AI developers to submit safety test results for systems that could impact national security, the economy, public health, or safety. Implemented under the Defense Production Act, it also tasked federal agencies with setting testing standards and addressing risks related to chemical, biological, radiological, nuclear, and cybersecurity threats.
Notably, Biden’s separate order on AI energy requirements remains unaffected by this decision.
Balancing AI Innovation and Regulation
Biden’s order arose as U.S. lawmakers failed to introduce effective AI regulation, according to Reuters.
The 2024 Republican Party platform criticized the directive, claiming it stifled innovation. They emphasized their commitment to fostering AI development aligned with free speech and human well-being. “Republicans support AI development rooted in free speech and human flourishing,” they stated.
Generative AI, which creates text, images, and videos from open-ended prompts, has sparked excitement for its potential. However, it has also raised concerns about job displacement and unforeseen challenges.
The Reuters report noted that the U.S. Commerce Department recently tightened export restrictions on AI-related chips and technologies. Industry leaders, including NVIDIA, have criticized these measures.
Meanwhile, Biden issued a separate executive order last week to address the energy needs of advanced AI data centers. This directive proposes leasing federal sites managed by the Department of Defense and Department of Energy. Notably, Trump has not overturned this specific order.
